Corrections Education Program
Blue Mountain Community College is contracted by the Oregon Department of Corrections to provide Adult Basic Skills Development Programs at the following correctional institutions:
- Eastern Oregon Correctional Institution in Pendleton
- Two River Correctional Institution in Umatilla
- Powder River Correctional Facility in Baker City
The Adult Basic Skills Development programs assist Adult in Custody (AIC) students by providing classes in English Language Acquisition (ELA), Adult Basic Education (ABE), and General Education Development (GED) preparation classes. Special Education services are also provided according to State of Oregon and Federal guidelines for students with disabilities.

Oregon Department of Corrections and Blue Mountain Community College
Blue Mountain Community College’s Corrections Education programs works closely with the Department of Corrections to uphold their mission statement.
The mission of the Oregon Department of Corrections is to promote public safety by holding offenders accountable for their actions and reducing the risk of future criminal behavior. The Adult Basic Skills Development program receives contractual oversight from the Education and Training Unit within the Offender Management and Rehabilitation Division of the Oregon Department of Corrections.
